Good idea!
IIRC, some idea of such centralizing came up too in A11Y FSG's meeting
in Honolulu, but this no solution. This could be one: it could indeed be
an LC_BRAILLE locale, why not...
You may also want to contact suseblinux people, Sébastien Sablé who
has some braille tables collection too (see http://libbraille.sf.net/),
and the gnome-braille people.
My opinion is that every effort on braille patterns
(brltty/suseblinx/libbraille/gnome-braille/...) should provide
their current results to such initiative. Then braille patterns
issues (contacting "more or less official national" braille people
to get tables, deciding on a standard way of expressing this,
etc.) should be solved within CLDR, and the result just used by
brltty/suseblinux/libbraille/gnome-braille/... (just like other i18n
stuffs).
