[BRLTTY] distros with brltty

When I was using debian, it had a package; don't know which version
it's now using but it would set up to come up at boot if I recall
correctly. 

Gentoo has brltty; their latest ebuild is for 3.6.1. However, there
are issues with getting it to come up early in the boot; I still
haven't been able to do that. Also, they have it set up for /usr/bin
instead of /bin.
