[BRLTTY] isue in the 3.7pre1 tbltest utility

Hi,

I whould like to use the tbltest utility to make a gnopernicus fr braille table.

I make the following command:

tbltest -i tbl -o a2b text.fr_FR.tbl fr.a2b 
The resulting a2b table is wrong.

To verify I do the folowing: 
tbltest -i a2b -o tbl -D . fr.a2b fr.tbl 

the new fr.tbl is like the identity brl table. 

Could you verify that, or correct me if I have made something wrong.
