[BRLTTY] brltty with mbrola speech

Hi Dave,
I can tell you how Suse solved the configrations settings:
There is a config file in /etc called suse-blinux.conf in which, among others, synthname and prot are stored.
There is an additional speech settings file in /usr/lib/suse-blinux/spk calle mbrola.
Here are language settins stored, most important the defalt language which has to have the number 1.
