[BRLTTY] brltty and Festival Lite

The headers which go into /usr/include/brltty/ come from more tha one place so
it'd make the repository layout look a little confusing. Do you think we should
do it that way anyway, or, perhaps, should we create a brltty directory which
contains symbolic links? Whichever way, should we put the brltty directory at
the top-level, under Programs, or under a new include directory?
