[BRLTTY] MinGW

Hi!

Sorry, but after aplaying your patch, and (of course) reconfigured and
recompiled, I couldn't see any difference. My msys installation is
1.0.11 (I've never used any other msys version).

I cannot start brltty with '-t no-h', for instance, sorry. The
translation table isn't loaded.
