Yes, I agree, it should. The only question is what's the right way to do that
check. Adding:

   -I$(JAVAC:bin/javac=include)

might be good enough, except that it won't work on systems which use
"alternatives".

I suspect it's coming from his "gcc -v". It looks like his "gcc -v" is telling
us where it is but his gcc isn't automatically putting it in the include path. 
Mine, on the other hand, doesn't provide this information but does put it in
the include path.
