In my /etc/init.d/brltty it says

--8<---------------cut here---------------start------------->8---
# Comment the following line to enable brltty.
exit 0
--8<---------------cut here---------------end--------------->8---

Please check if this comment also applies in your situation.
Alternatively, you could use some udev rule to start brltty whenever
the braille device is connected to your usb port -- thats the setup
I'm using here.
