[BRLTTY] Is brltty accidentally holding the device longer?

I can't say release-device yes but I can say release-device on.

There is no reference to this switch in the comments in the config file.

Perhaps it should default to On in Cygwin at the very least. I can't see why 
anyone would want to switch tasks and end up with a hosed device.
