Linphone supports SIP, (the most common standard VOIP protocol) and has a
console version, known as linphonec.

If you decide at some point to install an Asterisk server on your system, it
may be possible to send and receive calls via the Asterisk console. (I haven't
had any Asterisk experience myself, so can't confirm this).
