[BRLTTY] speech dispatcher driver an idea for an improvement

Hello,

would be possible make some changes in speech dispatcher output? I have
these ideas:

- add speech pitch parameter

- make some mechanism's for a situation when SD not running but SD
  driver is chosen. If is necessary restart SD then brltty stalled and
  is necessary restart it. Maybe if SD not running then brltty can
  redirect a speech output to null and if SD running again then back to
  SD.
