Yes.

That's because debian's version 3.7.2 of brltty didn't include a
SpeechDispatcher driver, so that apt-get build-dep brltty didn't install
SpeechDispatcher for you. run

apt-get install libspeechd-dev

and then brltty should compile its speech dispatcher driver.
