[BRLTTY] BRL_CMD_OFFLINE

Hi.

What is BRL_CMD_OFFLINE to be used for?  I *guess* it is ment for
situations like bluetooth displays out of reach, or user turned of
the display?  Does this mean that BRL_CMD_OFFLINE causes the core to
reinitialize the drver, or not?

I am asking because the handytech driver has severl places where
BRL_CMD_OFFLINE could be used (especially since the sysog message
is useful then), but it would require the core to reopen the display
I guess.
