[BRLTTY] brltty, cygwin and windoweyes

With my CombiBraille I have to exit brltty before going to Windows. With my 
Alva which is a much more sluggish device I usually have no problems. With 
my PAC Mate display I have to unplug it and plug it in again each time I go 
to Windows.

I wouldn't mind -r and -r+ if it's not too complicated to implement unless 
there's a better idea. Was writing to a closed device a whimsical comment or 
is it really possible?
