[BRLTTY] Is there still need for the manual to mention drivers in the kernel?

It is probably unneeded information these days.

That's because the text version is using the ISO-8859-1 character set 
while your environment is probably expecting UTF-8.  Might be a good 
idea to convert the manual to UTF-8 now as well.
