Because they haven't been written yet.

Yes, because not all users have doxygen, sgmltools, etc. This was a conscious
decision. Perhaps it's no longer a valid reason, but, at one time, we certainly
believed it to be valid.

We could. No one has asked for that bit of autoconfing before, and we, or at
least I myself, don't think of everything. The script that makes the tar file
has just always done that extra step.

Yes, it does work correctly if you specify the paths via configure.
