In lynx.cfg the convention is to show, via a comment, the default value. If 
it's "off" then you can't change it via the options page.

So my guess is that you can probably solve the problem by enabling the setting 
and then changing it locally for yourself. There's still the question, though, 
of why lynx thinks the cookies are invalid whereas other browsers don't.
