It's related to the version of Pyrex and not to that of gcc.

Interestingly, though, the release notes for Pyrex 0.9.7.1 say the following 
under Modifications:

   Old integer for-loop syntax is no longer deprecated.

So I guess the Debian people are using an intervening Pyrex which contains an 
unpopular change.
