[BRLTTY] New brltty windows build: 3.10-9

Yes, yet another built.  James told me that NVDA was about to switch to python
2.6, so this was compiled against python 2.6

I also took the opportunity to compile a newer version of pyrex, which
indeed fixes the strange exception error when brltty is not started.
