I'm sure it can be made configurable in the contraction tables with a certain
amount of coding effort.

After that, perhaps the default for each table should be the local
representation of the question mark, combined with either dot 7 or dot 8.

In the German table this would be dots 2-6-7 or 2-6-8. Likewise, in North
American computer braille, we would use 1-4-5-6-7 or 1-4-5-6-8.

This way, we would still have the mnemonic advantage of a question mark, but a
character distinct from it.
