[BRLTTY] New brltty 3.10 windows build

Isn't it supposed to use the dos argument flag, slash, instead of hyphen? I 
got bizarre results until I saw that the help command listed hyphen as the 
argument flag.

I couldn't set an attribute table. Pushing a routing button didn't even 
change the display in the preferences menu, and when I tried to set the 
contraction table I saw after leaving the preferences menu that it had a bad 
path and couldn't open the table.

The command I ended up giving was:

brltty -bal -dcom1
