[BRLTTY] brlapi_describeKeyCode in Python bindings

Hi all,

Is there any reason against implementing an equivalent of 
brlapi_describeKeyCode in the brlapi Python bindings or has this simply 
just not been thought necessary? In NVDA, I'd like to just use the 
brlapi key names and it doesn't make sense to map them in NVDA when the 
appropriate code is already available. I can try to take a crack at this 
if people aare happy for it to be added.
