[BRLTTY] Grade 2 with liblouis?

This may have been discussed earlier:

Why not using liblouis in BRLTTY for generating grade x contractions? I
know that liblouis is based upon BRLTTY, however, I feel that BRLTTY
could benefit from doing its contraction through liblouis. At least,
it'd be fewer tables to maintain.
