[BRLTTY] Removing --disable-... options.

Hi their.
This is not related to eliminating --disable directives in the Configure
script. Rather, it is a feature suggestion. Would it make sense to at some
point use a variant of UTF-8 as the default character set? At least in
Western (ISO-89-511) character sets, they seem to be deprecated in favor
of their UTF-8 counterparts. I know for instance, that in Debian at least,
UTF-8 is the default character set for new installs. Should the user want
to use others though, they are of course available.
