Do you mean if you specify -Xcharset=utf-8 and write UTF-8 to the screen then 
brltty doesn't interpret the screen correctly? If so, is it even when just 
UTF-8 is specified or is it only when additional character sets are also 
specified?

Could you set up a screen which illustrates the probem and then send an image 
of it? If, say, the illustration is on tty1 then change to tty2 and capture 
tty1 by copying /dev/vcsa1 to a file. Then please send that file to us and also 
describe what's on the screen, e.g. which line illustrates the problem, which 
character sets are used on which lines, what the operand to -Xcharset= is, etc.
