[BRLTTY] How does a BrlAPI client detect that brltty has quit?

Thanks so much!  The impact of this bug fix is that I can make changes 
to Orca to have it be much more automatic about detecting when BrlTTY is 
available and when it has gone away.  This will be a lot nicer for end 
users.
