When I use brltty on windows from time to time, I have the same problem. I
guess it's a problem of the usb2serial, because I takes sometimes up to 60
seconds to get my Baum Vario 40 display working. I tried it with 3.9 or 3.10,
haven't tried with 4.0 so far.
