[BRLTTY] Yet another windows build of preversion of brltty 4.0

Hi Samuel,

To-day I had time to test this one and it works fine with NVDA and the hardware I have at hand (Seika 40).
It works fine with both the seika driven thru the tsi driver and the COM emulator supplied with the device and thru usb filter and no COM emulator.
