[BRLTTY] Brltty manual in French

Hi,

The update of the French Manual of brltty for brltty-4.0 has been
committed. I don't know if it will be integrated in the tarball or on
the website by Dave. But it would be usefull if a French user could
generate a html file, do a diff -u between 3.10 French manual and 4.0,
to read changes and see if they're correct. I know everything is not
perfectly translated, but the manual is usable.

Don't hesitate so if you want. It's not so long to read again changes
and it will make the manual perfectly synchronized, and allow to include
a html/txt release in tarball or on the website.

I hope this update will be useful and available for all users.
