[BRLTTY] Web-accessible driver help.

BRLTTY's driver help files are now in plain text. This should make the 
protectors of /etc/ very happy. :-)

The driver help files can also now be viewed via the web. To do so:

   Go to: BRLTTY's web site [http://mielke.cc/brltty/]
   Select: Documentation
   Select: Drivers

The links on the driver names are to the corresponding READMEs. The links in 
the nested lists are to the help files. Nothing fancy here ... it's all in 
plain text.
