It'd be helpful if you could give an example or two, but I doubt it's a bug. 
There are two cases when brltty, even though contracted braille has been 
requested, reverts to uncontracted braille. The first is that the word where 
the cursor is on isn't contracted. The second is that certain character 
sequences, e.g. whch make a word look like a web URL, aren't contracted.
