As far as I know the Ubuntu Alternate Boot CD does not provide brltty
support.
This also applies to the Ubuntu Server ISO.

Use Debian instead.

I have read that the Ubuntu alternate image uses the Debian installer, which
supports BRLTTY.

I have installed Debian with BRLTTY, and I didn't have to press F6 or
perform
any other special action; the USB device was recognized during boot and
BRLTTY
was then invoked.

I don't know how well it works with Ubuntu, however.
