No it's not
When i press the keystroke 
The keys print out a p 
Dvs
The keys akt as a braille keyboard
I meens the keys on the top of the display
Over the cursor routing keys

Mmm, the preference menu is always compiled-in for brltty 4.2.
Note however that the brltty preference menu doesn't have effect on the nvda
dot rendering.
