[BRLTTY] A grade 2 rule surprise

Hi folks,

There was a radio announcer, very famous in the '20s and '30s, named
Graham McNamee. Of course there are other McNamees too. Brltty uses
the name sign in this word and I don't think it should. I have
examples among my Web-Braille files but they're all from one book so
could be an idiosyncrasy of one translator. I haven't included them
because all they show is the name spelled out.

I agree with that translator; I don't think the name sign should be in
there. The attached patch eliminates it.
