Can you check if, as root, your /etc directory is writable or if it's 
read-only?

Historically, brltty has (for whatever reason) written its preferences file to 
/etc. Since that directory can be mounted read-only, especially on more modern 
systems, brltty-4.3 (soon to be released) now writes its preferences file to 
/var/li/brltty. I'm fairly certain this new convention simply didn't exist a 
decade and a half ago when brltty began its life.
