[BRLTTY] BRLTTY in GRUB2

Now charset_grub.c is there, and has been added to brltty. "bzr status -V" had 
no output, and "bzr pull" had its normal output.

If you have time, could you have a quick look through serial_grub.c to see if 
it looks right?
