[BRLTTY] Improving the speech support of brltty

Dave,
As the doubletalk is an ISA card I don't think it would be worth doing a
driver these days.
Speakup's original authors were and are fans of that synth, so that's what
speakup started with.
Happens to be my favorite too. but no reason not to use flight or espeak
with brltty.
