Fedora now uses Systemd to control the boot process, thus I would suggest
writing a Systemd service file for BRLTTY.
Documentation can be found in the systemd manual pages and in Lennart
Poettering's Systemd for Administrators series.
I do not have Fedora installed here, but there are undoubtedly others who can
test an updated package.
