Well, whitespaces should always be announced, whether it is with silence
(the behavior that BRLTTY had implemented for many years already) or
with explicit denomination. Speaking characters/lines and continuing to
speak same character/line when moving to a space or empty line is very
confusing.

So either inserted characters are spoken, or they're not. Either new
lines are spoken, or they're not. And so on. This includes all
characters, including spaces or empty lines.

Now those empty characters can have a different announce: explicit
"space" or explicit silence. Just like caps can be announced with
"cap", a pitch raise or nothing special.

But letting the TTS go on with a previous line when moving to an empty
line is wrong. Same thing for horizontal cursor motion.
