Android 4.1 is certainly okay. I believe OTG support was added in 3.1.

One other thing: Android pops up a system dialog asking if it's okay to connect 
a USB device to an application. Please double check to see if, just maybe, 
you're getting this dialog and not responding to it. The dialog only stays up 
for a few seconds, so, especially if you're not expecting it, it's easy to miss 
it.
