That's really odd. -lsicui18n comes from the output of

$ icu-config --ldflags
-Wl,-z,relro  -ldl -lm   -L/usr/lib/x86_64-linux-gnu -licui18n -licuuc -licudata  -ldl -lm   

no s here, and libicui18n is provided in the standard libicu package. I
guess it's an issue in your distro.
