[BRLTTY] Any chance of supporting 64-bit Cygwin?

Hi Samuel,

One time when I ran 32-bit setup.exe it put up a note saying in order to use 
USB you had to install a package but I didn't write it down. Something like 
LibUSB1.0 or someething. Maybe there's a note on the website or in the 
user's guide.
