[BRLTTY] Any chance of supporting 64-bit Cygwin?

In early january I was having trouble with a bogus usb.h which was causing 
false detection of libusb and which was even getting in the way of building 
with libusb. The latest configure looks for libusb-1.0 before libusb, and that 
seems to have at least resolved the build problems (assuming, of course, that 
libusb-1.0 is installed). I'm not sure, though, how well our libusb-1.0 code 
has actually been tested.
