[BRLTTY] A new Hebrew Braille table

Please find it attached. I thought it's the same format because BRLTTY is
menshend at the top. I did not look at the BRLTTY sources yet.

The format is different, but it can be converted. One problem, though, is
that line 45 contains a reference to "loweredDigits6Dots.uti". Could you
please also provide this file?
