Yes, your observations are correct. This is a feature which was impacted by the 
conversion from brltty having been polling-based to now being interrupt-driven.

The core used to constantly recalculate whether or not the cursor should be 
rendered, and also constantly tell the API to render its display content. 
That's why the cursor used to blink in graphics mode. This is one of the 
side-effects of the conversion that none of us noticed. That's one reason I beg 
users to test a new release before it's finalized. We'll look into getting it 
to work again.
