[BRLTTY] Contracted English braille error and patch: Hereford

Hi folks,

Hereford should not use the here sign but instead the h er e construct. 
Scanning my Web-Braille books I found no matches at all for Hereford with 
the here sign but 84 matches for it using h er e. It applies to both 
Hereford cattle and Herefordshire.
