[BRLTTY] Cannot install Windows version of BRLTTY on 64-bit system

Dear Mike,

If I remember well, the windows version is a.exe file (not .zip) which 
can be downloaded from brltty's website.
I can confirm that it works under windows 7 64 bit with the tsi driver. 
I used a navigator display with it.
