[BRLTTY] Contracted English braille error and patch: Outheld

Hi folks,

Any word beginning with "outh"--outhauled, outhired, outhated--uses the th 
sign. In addition a word beginning "outhe" such as outheld or outheard uses 
the "the" sign. This patch fixes these.

My list of words has a name, "Outhe." I don't know who Outhe was and can't 
find him/her, but I figured I'd fix it while I'm resting.
