[BRLTTY] brltty-ctb appears to be broken

Hi all,

With the recent reformatting of /etc/brltty it seems that brltty-ctb is now 
broken. I just this minute did a "git pull" and am told I'm up-to-date, but 
brltty-ctb is still trying to open /etc/brltty/en-us-g2.ctb even when I 
supply the -c command line switch.

In case it makes a difference this is on Cygwin.
