There are several good Android file managers that are free.

Yes, and no. Android may be based on Linux, but it doesn't provide a full Linux 
command environment. It also doesn't have any kind of login concept.

It's much easier to install brltty from your host using the adb command of 
Android's SDK. There are notes on brltty's web site on how to do this. Go to 
brltty.com, click on Download, and then on Android. There you'll find the 
latest apk for brltty, as well as the document I'm referring to (named Using 
BRLTTY on Android).
